Hannah Powers Garagiola, the Founder of Compass Government Relations Partners, has been a private sector lobbyist for more than 12 years and has nearly 20 years of experience in Maryland politics. She brings a track record of success to corporate clients trying to navigate the operations of the state of Maryland. Hannah has extensive expertise in business regulatory issues, energy policy, tax law, corporate governance structure, gaming, healthcare and environmental issues. Prior to private sector lobbying, Hannah was the Deputy Chief of Staff to Senate President Thomas V. Mike Miller, Jr. where she managed legislation pertaining to the Senate Finance Committee and frequently collaborated with the Senate President to move key legislation through the Chamber.




Tyler has been lobbying in Annapolis for over six years on a wide range of issues including procurement, tax policy, environmental issues, public funding, and more. Prior to representing clients before the Maryland General Assembly and throughout the rest of the State, he worked for Senate President Thomas V. “Mike” Miller, Jr. where he staffed the Senate Budget and Taxation Committee. Tyler has used his time working with the Senate Budget and Taxation Committee, learning the ins and outs of the state budget process, and leveraging the relationships he built to represent and help clients secure millions in both state operating and capital budget funding. Additionally, Tyler has robust experience assisting clients as they navigate procurement opportunities at both the state and local levels. He is a proud graduate of West Virginia University where he studied political science and economics and currently resides in Baltimore City.




Moira is an accomplished lobbyist on healthcare, renewable energy, local government, and social justice issues in Annapolis. On behalf of her diverse roster of clients, Moira has secured tens of millions in operating and capital budget funds – from major health care providers to afterschool programs. Nationally, Moira does policy work and logistics planning for conferences across the US and in Canada. A lobbyist since 2014, she served as senior staff on a gubernatorial race. Prior to that, Moira spent 5 years in the House as Legislative Director to a member on the Appropriations and Health and Government Operations Committees. In her off-session time, Moira has worked on federal health care policy, state and local elections and grassroots issue campaigns.




As the Manager of Government Relations for Service Corporation International, Isaac ran national corporate government relations in 33 states. Prior to that, Isaac lobbied before the Maryland General Assembly and Baltimore County government. In his free time, Isaac started a successful management consulting business focused on building government relations capacity for non-profit organizations. Isaac’s ten plus years in lobbying combined with his MBA from the Smith School of Business at the University of Maryland means he leverages his business experience and legislative contacts to deliver measurable value to his renewable energy, education and procurement clients.




Alex comes to Compass Government Relations Partners with almost a decade of experience in state, county, and municipal government affairs. A Hogan appointee to the Maryland Department of Transportation, Alex served as the Chief Government Relations Consultant for the Maryland Port Administration. She is well versed in business, energy, and transportation policy and assists clients in maneuvering the waters of government relations in Delaware and Maryland.

Josh excels in policy analysis, logistics, and strategic advice. For the past several years, Josh has represented clients in the health IT space, state and local procurement, and renewable energy. Josh ensures Compass clients are ready to advocate before the Maryland General Assembly and leads effective advocacy training for clients and their members. As a former staffer to Senator Nancy King, Josh ran the Montgomery County Senate Delegation. Originally from Calvert County, Josh is a graduate of the UMD College Park, enjoys running and playing golf.


Government Relations Consultant


Robert J. Garagiola has over 25 years of legislative, lobbying, and advocacy experience at the federal, state and local levels of government. As a former state Senate Majority Leader, he has strong relationships with the House and Senate leadership of the Maryland General Assembly as well as Hogan Administration officials. Having represented Montgomery County as a Senator for a decade, Rob is also one of the lead lobbyists in Montgomery County, Maryland. In addition, he has experience lobbying in Baltimore City, Frederick County, and Howard County. Rob has also lobbied before the Delaware General Assembly, DC City Council, and in the halls of Congress. He has lobbied for clients in every business sector, including energy, financial services, healthcare, telecommunications, and transportation.
